Zhuangzi and New York

It is said in the bad old days, New York City mafia only charges small businesses 3 to 5% for helping frighten away business competitions so that nobody would open a similar business right across the street from you—3% for doing the job and an extra 2% if bribing officials is involved. That doesn’t sound too bad a deal for business owners. Just like Zhangzi said, bandits have morality too. Is it morality or marketing sense?
